Grants to Kansas nonprofit organizations, government agencies, and faith-based and community organizations for programs that benefit children and youth in foster care. Funding is intended to support activities and projects that lead to successful and stable placement outcomes for children in out-of-home foster care placement and in the custody of the Secretary.

DCF understands proposals will vary based on the population of impact. Programs should contain design elements relative to the proposed strategy population that may include the following: 

  • Data-informed 
  • Basis to enhance/ augment existing effort(s) or implement new innovation.  
  • Alignment with program goals in FFPSA Family-Based placements.
  • Alignment with common measures of stability. 
  • Shared accountability for placement stability outcomes with foster care case management agencies.
  • Family and lifetime network engagement.
  • Prompt placement planning. 
  • Support to children, youth, or caregivers.
  • Support to case management or other team(s)
  • Collaboration 
  • Collective impact 
  • Resource or capacity development/ training 

The grantee shall be responsible for providing direct services that support the implementation of strategies that result in improvements in targeted state-or community-level factors, while also contributing to at least one of the State and local outcomes as indicated below. Depending on the program scope and design, not all outcomes are applicable. The proposal should include information on which outcomes or alternate proposed outcome is impacted. 

  • Eliminate night-to-night placements, office stays, or short-term placements that are less than 14 days.
  • The first placement is the only placement. 
  • Family-based placement stability 180 and 360 days after a move or after placement as applicable.
  • Progress toward the federal placement stability outcomes (rate of moves 4.4 or less)
  • Increase the percentage of children placed with a relative in the program jurisdiction or served by the program.
  • The right length of stay in DCF licensed residential facility.
  • Meet federal FFPSA standards for a maximum number of days in a QRTP: 
    • Children age 0-12, have less than 180 days in QRTP  
    • Youth age 13+, have less than 18 non-consecutive months, (545 days) in a QRTP over an entire episode of foster care  
  • Bidder could propose a measure of standard appropriate to their program.

Number of Grants:

DCF will award three (3) to six (6) grants

Estimated Size of Grant:

Maximum award amount of approximately $500,000 annually distributed across awarded grants. Individual grant amount awards will vary.

Term of Contract:

July 1, 2021 - June 30, 2022. The grant term is one (1) year in duration, with the option of two (2), one (1) year renewals.

Additional Eligibility Criteria:

Eligible applicant agencies include governmental, intergovernmental, nonprofit, not-for-profit 501(c)3 agencies, organizations, or entities, and faith-based and community organizations or associations collaborating with such entities serving the focus population, including Child Placing Agencies, licensed residential group facilities with DCF provider agreements and other collaborative organizations or associations serving or supporting children in foster care.

Applications will be accepted no later than 2 p.m. CST, February 25, 2021.

Written questions are due by 2:00 PM CST on February 4. Answers will be posted online and emailed by February 10, 2021.

Notifications will be sent by May 1, 2021.
