Grants to USA and Territories nonprofit organizations to provide training and technical assistance to rural and Tribal communities in order to improve their garbage disposal and water systems. Funding is intended to assist grantees in identifying and evaluating solutions to waste disposal and water problems in rural areas, assist applicants in preparing applications for water and waste grants made at the State level offices, and improve operation and maintenance of existing water and waste disposal facilities in rural areas.

Eligible areas:

The following activities are authorized under the TAT statute. Grant funds must be used to capitalize on a TAT program for the purpose of:

a. Identifying and evaluating solutions to water problems of associations in rural areas relating to source, storage, treatment, or distribution;

b. Identifying and evaluating solutions to waste problems of associations in rural areas relating to collection, treatment, or disposal;

c. Assisting associations in the preparation of water and/or waste loan and/or grant applications;

d. Providing technical assistance and/or training to association personnel that will improve the management, operation, and maintenance of water and waste disposal facilities; or

e. Paying expenses associated with providing technical assistance and/or training authorized in (a) – (d)

The project period for these grants is one year starting October 1 and ending September 30.

Additional Eligibility Criteria:

An organization is eligible to receive a TAT grant if it:
a. Is a private, non-profit organization that has tax-exempt status from the U.S. Internal Revenue Service (IRS);
b. Is legally established and located within one of the following:
• A state within the United States
• The District of Columbia
• The Commonwealth of Puerto Rico
• A United States territory
c. Has the legal capacity and authority to carry out the grant purpose;
d. Has a proven record of successfully providing technical assistance and/or training to rural areas;
e. Has capitalization acceptable to the Agency, and is composed of at least 51 percent of the outstanding interest or membership being citizens of the United States or individuals who reside in the United States after being legally
admitted for permanent residence;
f. Has no delinquent debt to the federal government or no outstanding judgments to repay a federal debt;
g. Demonstrates that it possesses the financial, technical, and managerial capability to comply with federal and State laws and requirements.
h. Contracts with a nonaffiliated organization for not more than 49 percent of the grant to provide the proposed assistance.

Grant funds may not be used to pay any of the following:
a. Duplicate current services, or replace or substitute support normally provided by other means, such as those performed by an association’s consultant in developing a project, including feasibility, design, and cost estimates.
b. Fund political or lobbying activities.
c. Purchase real estate or vehicles, improve or renovate office space, or repair and maintain privately owned property.
d. Pay the costs for construction, improvement, rehabilitation, modification or operation and maintenance of water, wastewater, and solid waste disposal facilities.
e. Construct or furnish a building.
f. Intervene in the federal regulatory or adjudicatory proceedings.
g. Sue the federal government or any other government entities.
h. Pay for technical assistance which duplicates assistance provided to implement an action plan funded by the Forest Service (FS) under the National Forest-Dependent Rural Communities Economic Diversification Act (7 U.S.C. 6601 note) for five continuous years from the date of grant approval by the FS.
i. Pay for any other costs that are not allowable under 2 CFR 200, Subpart E, “Cost Principles.”

Pre-proposal Conference:

A webinar for potential applicants will be held on November 6, 2019, from 2:00-3:00 pm EST. The application process and scoring criteria will be discussed. Anyone who plans to submit an application for a Solid Waste Management Grant or Technical Assistance and Training Grant should plan to attend.

Pre-Application Information:

Single-state applications are accepted annually through the local RD office from October 1 - December 31. Multi-state or national applications are accepted through the RD national office.

Applications that are hand-delivered to the state office must be received by close of business on December 31, 2019. Applications that are mailed must be postmarked by the filing deadline of 11:59 p.m. (Eastern Time) December 31, 2019. Applications submitted through Grants.gov must be submitted by 11:59 p.m. (Eastern Time) December 31, 2019.

If the submission deadline falls on Saturday, Sunday, or a federal holiday, the application is due the next business day. RUS will not accept applications by fax or email.

Electronic applications are submitted via grants.gov. Applicants must be registered with Grants.gov before submitting a grant application. If the applicant has not used Grants.gov before, they will need to register with the System for Award Management (SAM). The registration processes may take several business days to complete. Register online to SAM at https://www.sam.gov.

Applicants will need a Data Universal Numbering System (DUNS) number in order to apply.

Applicant contributions must be used before USDA grant funds. This is a reimbursement grant.

To avoid duplicate assistance, applicants are requested to coordinate with the Rural Development state office and the Forest Service before submitting an application.
